I have the honour to transmit for your informa- tion the enclosed translation of an article which has appeared in the "Chung Kwok Yat Po" a Chinese Newspaper published in Hong Kong, in the issue of the 11th instant. November 1903 I am not aware of the authority for the statements

therein contained concerning the approaching departure of His Excellency the Viceroy of the Two Kwangs and the removal of the Capital from Peking to Shensi.
